WASHINGTON (AP) ? President Barack Obama has resorted to "extremism" with stifling, anti-growth policies and sought to divide Americans, not unite them, Indiana Gov. Mitch Daniels said Tuesday in the formal Republican response to the president's State of the Union address.

Eight months after deciding against a bid for his party's presidential nomination, Daniels used his nationally televised speech to lash out at Obama and cast the GOP as compassionate and eager to unchain the country's economic potential.

He took particular aim at Obama's efforts to raise taxes on the rich and castigate them for not contributing their fair share to the nation's burdens. Joined by Republicans on Capitol Hill and the presidential campaign trails, the GOP goal was to both blunt and shift the focus away from Obama's theme on Tuesday of fairness, which included protecting the middle class and making sure the rich pay an equitable share of taxes.

"No feature of the Obama presidency has been sadder than its constant effort to divide us, to curry favor with some Americans by castigating others," Daniels said, speaking from Indianapolis. "As in previous moments of national danger, we Americans are all in the same boat."

"This election is going to be a referendum on the president's economic policies," which have worsened the economy, said House Speaker John Boehner, R-Ohio. "The politics of envy, the politics of dividing our country is not what America is all about."

Also drawing frequent GOP attacks were Obama's proposed tax increases, which included making sure millionaire earners pay at least a 30 percent tax rate.

House Ways and Means Committee Chairman Dave Camp, R-Mich., said Obama's proposals to boost taxes on the wealthy and give tax breaks for domestic U.S. manufacturers and others were "nothing more than the usual Washington game that has led to a tax code already littered with lobbyist loopholes."

Daniels is a rarity in the GOP these days ? a uniting and widely respected figure, contrasting with the divisiveness emanating from the contest for the presidential nomination being waged among former Massachusetts Gov. Mitt Romney, former House Speaker Newt Gingrich and others.

President George W. Bush's first budget chief and a two-term Indiana governor, Daniels often rails against wasteful spending big budget deficits, though critics note he served during the abrupt shift from fleeting federal surpluses to massive deficits early in Bush's term.

"When President Obama claims that the state of our union is anything but grave, he must know in his heart that this is not true," Daniels said. He added that while Obama did not cause the country's economic and budget problems, "He was elected on a promise to fix them, and he cannot claim that the last three years have made things anything but worse."

The night's rhetoric come at the dawn of a presidential and congressional election year in which the defining issues are the faltering economy and weak job market and the parties' clashing prescriptions for restoring both. Obama and congressional Democrats have focused on the more populist pathway of financing federal initiatives by taxing millionaires, while Republicans preach the virtues of less regulation and smaller government.

Senate Minority Leader Mitch McConnell, R-Ky., called Obama's address "a campaign speech designed to please his liberal base," and warned that he should keep legislation advancing his priorities "free from poison pills like tax hikes on job creators."

Rep. Jim Jordan, R-Ohio, who heads large group of House conservatives, said Obama's speech was riddled with "the ridiculous idea that America isn't fair because successful people get to keep too much of the money they earn."

Republicans fired back at Obama's vision of "an economy built to last," saying it was their party that understood the best way to trigger economic growth was to get the government out of the way.

"The extremism that stifles the development of homegrown energy, or cancels a perfectly sane pipeline that would employ tens of thousands, or jacks up consumer utility bills for no improvement in either human health or world temperature, is a pro-poverty policy," Daniels said.

Obama has halted, for now, work on the proposed Keystone XL oil pipeline from western Canada to Texas' Gulf Coast. Republicans say the project would create thousands of jobs, a claim opponents say is overstated. The administration has also pursued policies aimed at reducing pollution and global warming.

To underscore Obama's decision on Keystone, Boehner invited three officials from companies he said would be hurt by the pipeline's rejection to watch the speech in the House chamber, along with a pro-pipeline legislator from Nebraska, through which the project would pass.

Obama was delivering his address during a rowdy battle for the GOP presidential nomination that has ended up providing ammunition for Obama's theme of fairness.

That fight has called attention to the wealth of one of the top contenders, Romney, and the low ? but legal ? effective federal income tax rate of around 15 percent that the multimillionaire has paid in the past two years. Romney, in Florida campaigning for that state's Jan. 31 primary, released his tax documents for the two-year period on Tuesday.

"The president's agenda sounds less like 'built to last' and more like doomed to fail," Romney said in Tampa, Fla.?"What he's proposing is more of the same: more taxes, more spending, and more regulation."

Romney's chief rival at this point, Gingrich, said in a written statement that the top question about Obama's speech was whether he "will show a willingness to put aside the extremist ideology of the far left and call for a new set of policies that could lead to dramatic private sector job creation and economic growth."

TIRANA, Albania ? A senior Albanian security official has been placed under house arrest over the death of four opposition supporters who were shot during an anti-government demonstration a year ago.

Prosecutor General Ina Rama said Monday the arrest warrant for Ndrea Prendi, head of a state security service that protects Albanian government institutions and officials, was issued after reviewing the results of an inquiry assisted by the FBI.

Arrest warrants also were issued for two other government officials.

The protesters were killed in January 2011 during a mass anti-government rally organized by the opposition against alleged corruption and vote rigging by Albania's conservative government.

New U.N. council no more favorable to Palestinians: U.S. (Reuters)

NEW YORK (Reuters) ? Security Council dynamics are no more favorable now to a Palestinian U.N. membership bid than they were last year despite a partial change in the council makeup, the U.S. ambassador to the United Nations said on Monday.

In the teeth of strong opposition from the United States and Israel, the Palestinian Authority applied to the council last September for U.N. membership. But a committee to consider the application failed to reach consensus, and the Palestinians have not so far requested a formal vote in the council.

Addressing a Jewish audience in New York, Ambassador Susan Rice said that since the committee's report, the application had "essentially stayed there for the time being."

"I presume that is because the Palestinians decided that, given the voting likely outcome in the council, it wasn't timely to push it to a vote," she told the governing board of the American Jewish Committee, or AJC. "The fact is, nobody knows for sure what the Palestinians will choose to do."

Asked whether the replacement of five members of the 15-nation council as of January 1 might affect the issue, Rice said, "I think that we are roughly in the same place now as we were last year, and potentially even in a better position."

The issue for the Palestinians last year was not whether their application would get council approval - since the United States was considered certain to veto it - but whether they could score a moral victory and force Washington to use its veto by winning nine votes in favor from other members.

In the absence of a veto, a council resolution needs nine votes to pass. But diplomats said at the time the Palestinians would get only eight votes in support, with other countries voting against or abstaining.

Diplomats say that situation remains despite the changes in the council membership. Newcomer Azerbaijan is thought likely to support the Palestinian application, whereas its predecessor, Bosnia, was expected to abstain. But Guatemala is unlikely to follow its predecessor, Brazil, in backing the Palestinians. The other three newcomers represent no change.

The Palestinian choice is whether to push for a Security Council vote anyway, take the issue to the U.N. General Assembly - which cannot confer membership but can upgrade their status as observers - or do nothing as contacts continue with Israel over a possible resumption of peace talks.

Rice reaffirmed the U.S. line that a Palestinian state would come only through direct negotiations with Israel, not "through a short-cut at the United Nations."

In her remarks to the AJC, Rice stressed U.S. backing at the United Nations for Israel. Some U.S. Republicans have accused President Barack Obama of being insufficiently supportive of the Jewish state.

With the U.S. election campaign heating up, one of Rice's deputies spoke publicly last week on the need for reforming U.N. practices, addressing another concern of Republicans who charge the Obama administration is too close to the world body.

Heidi Klum, Seal Divorce: Separation Officially Announced

NEW YORK ? Seal and Heidi Klum have announced that their storybook marriage is coming to the end of the runway.

In a statement Sunday night, the power couple announced their separation after rumors swirled over the weekend that a divorce was imminent.

"While we have enjoyed seven very loving, loyal and happy years of marriage, after much soul searching we have decided to separate," the joint statement read. "We have had the deepest respect for one another throughout our relationship and continue to love each other very much, but we have grown apart. This is an amicable process and protecting the well-being of our children remains our top priority, especially during this time of transition. We thank our family, friends, and fans for their kind words of support. And for our children's sake, we appreciate you respecting our privacy."

The couple married in 2005 and has four children together, including the supermodel's daughter from a previous relationship.

They were one of Hollywood's most high-profile couples, and seemed to have the relationship everyone should envy. They two starred together in the music video "Secret," they renewed their wedding vows each anniversary, boasted of their love in the media, and threw Halloween bashes together where they dressed in outrageous outfits, most recently last year in New York City, where the two engaged in their typical public display of affection for the cameras.

In an interview with The Associated Press in 2007, the "Kiss from A Rose" singer described his wife, who has a tattoo of his name on her arm, as his best friend.

"It is really important that we have that understanding because apart from anything else it is really healthy," he said of the "Project Runway" host. "People often talk about the most important thing in a relationship. They say it is really important that you are turned on by your partner and you love each other, which is all really true.I often think that the most important thing or certainly up there with love is respect."

TMZ first reported on Saturday that the two planned to divorce this week.

His announcement comes as he releases his new album, "Soul 2," on Tuesday, which has songs like "Love T.K.O," "Let's Stay Together" and "Love Don't Live Here Anymore."

Rapid Infant Growth Linked to Asthma in Study (HealthDay)

FRIDAY, Jan. 20 (HealthDay News) -- Rapid growth during the first three months of life is associated with an increased risk of asthma symptoms in preschool children, a new study indicates.

The findings suggest that early infancy might be a critical period for the development of asthma, said the researchers at Erasmus Medical Center in the Netherlands.

They examined data collected from 5,125 children who were followed from the fetal stage until they were 4 years old.

The researchers found no link between fetal growth and asthma symptoms. But in children with normal fetal growth, accelerated weight gain from birth to 3 months of age was associated with increased risk of asthma symptoms, such as wheezing, shortness of breath, dry cough and persistent phlegm.

The study appears online ahead of print in the American Journal of Respiratory and Critical Care Medicine.

Previous research has shown an association between low birth weight and increased risk of asthma symptoms in children. This is the first study to examine specific fetal and infant growth patterns on asthma risk.

"Our results suggest that the relationship between infant weight gain and asthma symptoms is not due to the accelerated growth of fetal growth-restricted infants only," researcher Dr. Liesbeth Duijts said in a journal news release. "While the mechanisms underlying this relationship are unclear, accelerated weight growth in early life might adversely affect lung growth and might be associated with adverse changes in the immune system."

She added: "Further research is needed to replicate our findings and explore the mechanisms that contribute to the effects of growth acceleration in infancy on respiratory health. The effects of infant growth patterns on asthma phenotypes [observable characteristics] in later life should also be examined."

In a Surprising Twist, Gingrich Wins South Carolina Primary (ContributorNetwork)

COMMENTARY | Leading up to the South Carolina primary, Mitt Romney seemed to be the front-runner. That is until the debate on Thursday. There was a mixed reaction of South Carolina voters about Romney's personal wealth and his taxes. Romney plans to release some of his tax returns but has yet to disclose what years and how far back he will be disclosing. Two-thirds of South Carolina voters said Mitt Romney's personal background will have no dealings on how they voted, according to ABC News.

Newt Gingrich seemed to be a long shot going into Saturday's primary; however, he came out ahead. Early exit polls had put Gingrich in the range of 30 percent to 35 percent, with Romney second. The Washington Post says Gingrich finished with 40.4 percent to Romney's 27.9 percent.

South Carolina has picked the Republican nominee with its primary every presidential election since 1980. This was a crucial race for all contenders in the race. This made the South Carolina primary important to all potential nominees. There will be many more primaries and caucuses over the next several months. The winner of the nomination will go on to compete against sitting President Barack Obama.

This election the biggest issue on the table with the candidates for the Republican nomination is the economy. This issue will be a large issue in November when voters cast their final vote for the next president.

Gingrich's win in South Carolina means voters have chosen a different candidate in every primary so far. Romney won the New Hampshire primary and it appeared he had won the Iowa caucus, but after a recount shows former Pennsylvania Sen. Rick Santorum took Iowa.

The nomination still could be anyone's. Because South Carolina has chosen the winner of the nomination at each of its primary's since 1980 does not necessarily mean Gingrich will win the nomination. This could be history in the making that South Carolina will break its trend and not have chosen the winner of the nomination at its primary.

Mexican drug movie 'Miss Bala' portrays a dark, cartel-fueled world of violence

The film is spellbinding and provocative, with none of Hollywood's usual easy answers to brutality

When the ambitious Mexican film ?Miss Bala? made its Mexican debut last September, more than one local newspaper article questioned whether the film should have been made at all. Indeed, the latest project from director Gerardo Naranjo ("I?m Gonna Explode") is an uncomfortable and horrifying journey into the grit and brutality of the country?s cartel-fueled violence, a journey devoid of the neatly packaged shoot-?em-up heroics typical of Hollywood?s action flicks. It?s dark stuff. But Naranjo?s unapologetically ruthlessness interpretation is also what makes his newest statement piece both spellbinding and provocative.?

?Miss Bala? roughly translates to Miss Bullet, a cunning reference to both the main protagonist, unlikely Baja beauty queen Laura Guerrero (played by the model-turned-actress Stephanie Sigman), and the entrenched violence of the region. Subtitles spell out that cartel violence has killed more than 36,000 people since 2006. It?s telling, however, that in the short interim between the film?s production and US distribution, that tally has swelled to more than 47,000; some critics warn even that number could be too low.?

The story, based loosely on the true story of disgraced former beauty queen Laura Zunega, is told through the eyes of a poor 23-year-old from Tijuana who enters the local pageant on a whim. Laura?s quiet country life is turned upside down after she witnesses the bloody murders of several discotheque patrons ? including cops and a U.S. federal agent ? by members of the local gang La Estrella. In the attack?s chaotic aftermath, Laura is kidnapped by gang leader Lino (played with a bestial quality by Noe Hernandez). Captivated by her beauty, Lino also shrewdly recognizes Laura?s value and uses her as a pawn in the gang?s rapidly escalating schemes before she is eventually captured and framed?by the government for a host of La Estrella?s crimes.?

The unrelenting tension of the film is enhanced by Naranjo?s use of long, unbroken takes ? there are only 130 cuts in the entire movie ? and an almost complete lack of a soundtrack. In one memorable scene, Lino drives Laura to the beach and silently rapes her in the cab of his pickup. It is an outcome sickening in its apparent inevitability. The camera pans the beach at sunrise, the drug lord?s truck a dark blot on an otherwise beautiful tableau and the crashing waves a welcome respite from the malicious silence of the night.?

Written by Naranjo and Mauricio Katz, the script is a tangle of deception and double crosses that blurs the line between good guys and bad with a series of twists that emphasize the entrenched nature of corruption.?The minimization of Laura?s character begins the first?time we meet her, with an opening shot from behind to obscure her face. The prevalence of such shots throughout the film deprives Laura of her identity and humanity and adds to the sense of powerlessness that pervades?the movie's 113 minutes as her silencing gradually becomes a metaphor?for her homeland.

The question for American audiences accustomed to sexed-up cartel dramas like Stephen Soderbergh?s "Traffic," and the more recent heroics of Zoe Saldana in "Columbiana,? is why doesn?t Laura fight back? Why doesn?t she just pick up a gun and shoot her kidnapper and rapist? In a society that has robbed Laura completely of her power, repurposed her identity, and stolen away her family, perhaps the question instead should be, why would she? In the real world, having nothing left to lose is hardly the motivating factor the film industry makes it out to be.

Ultimately ?Miss Bala,? like other recent Mexican films depicting the drug war, does not offer viewers much in the way of hope. Justice, for Laura, is not served. As smoke billows from the skyline early in her ordeal and gunfire crackles faintly, a white limousine rolls past, its celebrating, formally attired occupants happily waving bouquets from the skylight ? a wedding procession perhaps, or a Quincea?era? Life goes on, but how many more Laura Guerreros are out there, their fates uncertain, their voices muffled by the harsh directives of men with walkie-talkies and bullets.

Miss Bala opens in the US Jan. 20 and?has been nominated for an Academy Award in the Best Foreign Film category.

Treating Diabetes, Depression Together May Make Sense (HealthDay)

FRIDAY, Jan. 20 (HealthDay News) -- Patients with depression and type 2 diabetes showed more improvement when they received simultaneous treatment for both conditions, researchers report.

Their 12-week study of 180 patients found that nearly 61 percent of those who received integrated care combined with a brief program to help them adhere to their medication regimens achieved improved blood sugar test results, and almost 59 percent had a reduction in depression symptoms.

Among patients who received usual primary care for the two conditions, nearly 36 percent had improved blood sugar test results and about 31 percent had a reduction in depression symptoms, said the researchers at the Perelman School of Medicine at the University of Pennsylvania.

The study appears in the January/February issue of the journal Annals of Family Medicine.

There is a link between depression and diabetes, the researchers noted. Depression is a risk factor for diabetes, and diabetes also increases the risk of depression. Depression is common in diabetes patients and contributes to poor adherence to diabetes medication regimens, which can lead to poorer diabetes management.

In the integrated treatment group, care managers worked with participants to increase their adherence to both diabetes and depression medications, addressing barriers such as medicine costs and lack of social support.

"Though research demonstrates the link between depression and diabetes, few integrated programs are being implemented in practice," study lead author Dr. Hillary Bogner, an assistant professor of Family Medicine and Community Health in the Perelman School of Medicine, said in a university news release.

"Our results demonstrate that integrated treatment for both conditions, combined with a brief program focused on adherence for primary care patients with type 2 diabetes and depression can result in a significant improvement in clinical outcomes. We hope the findings will encourage the adoption of adherence programs aimed at improving outcomes," Bogner added.

LONDON (AP) ? Rupert Murdoch's media empire apologized and agreed to cash payouts Thursday to 37 people ? including a movie star, a soccer player, a top British politician and the son of a serial killer ? who were harassed and phone-hacked by his tabloid press.

The four ? Jude Law, Ashley Cole, John Prescott and Chris Shipman ? were among three dozen victims who received financial damages from Murdoch's British newspaper company for illegal eavesdropping and other intrusions, including email snooping.

Lawyers for the claimants said the settlements vindicated their accusation that senior Murdoch executives had long known about the scale of illegal phone hacking and had tried to cover it up.

News International, the parent company of Murdoch's News Group Newspapers, said it did not admit that senior staff knew of the wrongdoing and tried to cover it up ? but it said that "for the purpose of reaching these settlements only, News Group Newspapers agreed that the damages to be paid to claimants should be assessed as if this was the case."

Financial details of 15 of the payouts, totaling more than 640,000 pounds (about $1 million), were made public at a court hearing Thursday. The amounts generally ran into the tens of thousands of pounds ? although Law received 130,000 pounds (about $200,000), plus legal costs, to settle claims against the now-shuttered News of the World tabloid and its sister tabloid, The Sun.

Law was one of 60 people who have sued News Group Newspapers, claiming their mobile phone voicemails were hacked. Others whose settlements were announced Thursday at London's High Court included former government ministers Chris Bryant and Tessa Jowell, rugby player Gavin Henson, Princess Diana's former lover James Hewitt, singer Dannii Minogue and Sara Payne, the mother of a murdered girl.

It was the largest group of settlements announced yet in the long-running hacking scandal, which has shaken Murdoch's global empire, spurred the resignations of several of his top executives and reverberated through Britain's political, police and media elite.

Law, the star of "Sherlock Holmes" and "The Talented Mr. Ripley," said he was "truly appalled" at the scale of surveillance and privacy invasion that his case had exposed.

"No aspect of my private life was safe from intrusion by News Group Newspapers, including the lives of my children and the people who work for me," he said in a statement. "It was not just that my phone messages were listened to. News Group also paid people to watch me and my house for days at a time and to follow me and those close to me, both in this country and abroad."

News Group Newspapers admitted that 16 articles about Law published in the News of the World between 2003 and 2006 had been obtained by phone hacking, and that the actor had also been placed under "repeated and sustained physical surveillance." The company also admitted that articles in The Sun had misused Law's private information ? although it didn't go as far as to admit hacking by that paper.

Law said Murdoch's tabloids had been "prepared to do anything to sell their newspapers and to make money, irrespective of the impact it had on people's lives."

"I changed my phones, I had my house swept for bugs but still the information kept being published," Law said. "I started to become distrustful of people close to me."

The slew of settlements is one consequence of the revelations of phone-hacking and other illegal tactics at the News of the World, where journalists routinely intercepted voicemails of those in the public eye in a relentless search for scoops.

Murdoch closed the 168-year-old paper in July amid a wave of public revulsion over its hacking of the voicemails of missing 13-year-old Milly Dowler, who was later found murdered. More than a dozen ex-Murdoch employees have been arrested by police investigating phone hacking and bribery.

British politicians and police have also been ensnared in the scandal, which exposed the cozy relationship between senior officers, top lawmakers and Murdoch newspaper executives. A government-commissioned inquiry set up in the wake of the scandal is currently investigating the ethics of Britain's media and its links to police and politicians.

Law's ex-wife and actress Sadie Frost received 50,000 pounds (about $77,000) in damages for phone hacking and deceit by the News of the World. Bryant received 30,000 pounds (about $46,000), while Prescott ? a prominent member of the Labour Party who was Britain's former deputy prime minister ? accepted 40,000 pounds (about $62,000).

After each statement, News Group lawyer Michael Silverleaf stood to express the news company's "sincere apologies" for the damage and distress its illegal activity had caused.

Many of the statements ended with victims saying they felt vindicated after years in which Murdoch's company denied phone hacking had been widespread at the News of the World. The company had initially vowed to fight the claims in court.

"Today's court decision at long last brings clarity, apology and compensation for the years of hacking into my telephone messages by Rupert Murdoch's News Group Newspapers," Prescott told his local newspaper, the Hull Daily Mail. "It follows years of aggressive denials and a cavalier approach to private information and the law."

In a statement, the claimants' lawyers said that "News Group has agreed to compensation being assessed on the basis that senior employees and directors ... knew about the wrongdoing and sought to conceal it by deliberately deceiving investigators and destroying evidence."

The claimants described feeling mistrust, fear and paranoia as phone messages went missing, journalists knew their movements in advance or private information appeared in the media.

Frost said the paper's activity had caused her and Law to suspect one another. Henson said he accused the family of his then-wife, singer Charlotte Church, of leaking stories to the press.

Other claimants included Guy Pelly, a friend of Prince William who was awarded 40,000 pounds (about $62,000), and Tom Rowland, a journalist who wrote for one of Murdoch's own newspapers, the Sunday Times. He received 25,000 pounds ($39,000) after News Group admitted hacking his phone.

In a handful of cases the company admitted hacking into emails, as well as telephone voice mails. Christopher Shipman, whose father, Dr. Harold Shipman, was a notorious serial killer thought to have murdered more than 200 of his patients, had emails containing sensitive legal and medical information intercepted by the News of the Word. He was awarded "substantial" undisclosed damages.

The settlements announced Thursday amount to more than half of the phone-hacking lawsuits facing Murdoch's company, but the number of victims is estimated to be in the hundreds.

Mark Lewis, a lawyer for many victims, said in an email that the fight against Murdoch's media empire wasn't over.

"Fewer than 1 percent of the people who were hacked have settled their cases," he said. "There are many more cases in the pipeline. ... This is too early to celebrate, we're not even at the end of the beginning."

Many victims had earlier settled with the company, including actress Sienna Miller ? whose on-again, off-again romance with Law generated widespread press interest ? and the parents of murdered teenager Dowler, who were awarded 2 million pounds (about $3.1 million) in compensation.

Ten further cases are due to go to court next month, though lawyers said more settlements are likely.

A legal battle between two feuding Russian billionaires has ended in a London court.
Judge Elizabeth Gloster reserved judgment Thursday on the case between exiled oligarch Boris Berezovsky and fellow Russian Roman Abramovich, the Chelsea Football Club owner.
The date for the verdict has not been set.
Berezovsky sued Abramovich for several billion dollars, saying the soccer club owner had intimidated him into selling shares in their jointly-owned Russian oil giant Sibneft at a fraction of their value. He alleged breach of contract and claimed more than 3 billion pounds (US$4.6 billion) in damages.
Abramovich denied that, saying Berezovsky never owned the stakes.
The trial, which began in October, is one of the most expensive legal fights London has seen.

About a year ago, Justin Bieber made headlines when he lopped off his famous locks in favor of a shorter do. Now, almost 12 months later, he's once again making some hair-related headlines.

So, what has Bieber done now that has everyone buzzing? Well, over the weekend, the Biebs was spotted in Los Angeles donning much darker hair than his trademark sandy blond.

When Bieber cut off his hair last year, MTV News spoke to his hairstylist, Vanessa Price, who told us about his new look, noting that it had a lot to do with Bieber's growing pains.

"We knew it was going to be a big deal," Price explained. "We knew it was going to shock fans, but we also knew it was going to be a change in terms of growing up. I think that's something that people adjust to.

"We'd been talking about it for a while and shared some ideas, but literally the day of he was adamant about the haircut. He amped himself up for it," Price continued, before describing his momentary hesitation. "The minute we started cutting, he was like, 'Wait, wait, wait.' He loves it. He's enjoying it."

The new hair color coincides with his girlfriend Selena Gomez's hairstyle changes. She recently tweeted a photo of herself sporting multi-colored highlights in her hair.

Bieber's new look may be part of a makeover for his upcoming album, Believe, slated for release later this year. He confirmed last week that Black Eyed Peas frontman will.i.am will appear on the album.

Not only does Bieber want to grow up when it comes to his look but also when it comes to his music. "The only conversation we've had about Justin's album that we're about to do is it's really important that it's the proper transition, because we've seen him [with] 'Baby,' now we're watching him grow up," Bieber's longtime vocal producer Kuk Harrell told MTV News in November. "And we can't just throw him into the adult game right away. It has to be the proper transition."

New probe vows to cut deeper in Japan nuke crisis (AP)

TOKYO ? A newly formed investigative panel on Japan's nuclear disaster will use its subpeona powers wisely and cut deeper into the accident than the government's probe, the leader of the independent commission said Monday.

The panel appointed by parliament last month has gained attention here because its 10 members include outspoken critics of Japan's nuclear policy who long ago questioned the seismic risks to the country's 54 nuclear reactors.

It is expected to examine the extent to which the 9.0-magnitude earthquake contributed to the crisis at the Fukushima Dai-ichi power plant, as well as the ensuing tsunami and radiation alert system. Interim reports by the government and Tokyo Electric Power Co. focused on the tsunami and deny the quake itself caused damage that led to fires, reactor meltdowns and radiation leaks from the plant.

"We will get to the bottom of the case and compile a proposal for the future as we strive to live up to the people's expectations," panel Chairman Kiyoshi Kurokawa told a news conference after the commission had its first full open meeting. "We will seek how we can be different from the government panel."

The panel is the first bipartisan investigative panel appointed by parliament in its modern political history, said Kurokawa, an expert of internal medicine and a professor at the National Graduate Institute for Policy Studies.

It is also the first that can request parliament subpoena witnesses and documents, although the lack of a penalty for objectors raises questions on its effectiveness. The panel will submit its findings to parliament around June for action to be taken.

The panel includes legal, nuclear and medical experts. Seismologist Katsuhiko Ishibashi has long warned of tsunami risks in the earthquake-prone country where all 54 nuclear reactors are built on the coastline. Engineer Mitsuhiko Tanaka designed nuclear reactors at Babcock-Hitachi K.K. and has suggested the March quake damaged the Fukushima reactors before the tsunami.

The separate government-appointed panel released preliminary findings last month and found plenty to criticize. It said management of the crisis was marred by erroneous assumptions about equipment, delayed disclosure of radiation leaks and other problems.

The government panel had no subpoena power and the more than 400 witnesses it interviewed were allowed to stay anonymous. Kurokawa said he might seek those transcripts to avoid overlaps.

He said the panel has not decided whether to try to question former Prime Minister Naoto Kan and other top officials responsible for the initial crisis response in public. Kan resigned in August amid widespread criticism of his handling of the nuclear and tsunami disasters and recovery efforts.

Anthrax capsule vaccine protects monkeys from lethal infection

Vaccination with the anthrax capsule?a naturally occurring component of the bacterium that causes the disease?protected monkeys from lethal anthrax infection, according to U.S. Army scientists. The study, which appears in the Jan. 20th print edition of the journal VACCINE, represents the first successful use of a non-toxin vaccine to protect monkeys from the disease.

Bacillus anthracis, the bacterium that causes anthrax, is recognized as one of the most serious bioterrorism threats. It produces three main components that allow it to do harm?lethal toxin, edema toxin, and the capsule. During anthrax infection, the bacterium invades and grows to high concentrations in the host. The capsule surrounds the bacterium and prevents it from being ingested and destroyed by the white blood cells, thus allowing anthrax infection to progress. The toxins are thought to act mainly by damaging the body's natural defense mechanisms.

Current human vaccines for anthrax are based on the protective antigen, or PA, component of the anthrax toxins. Scientists at the U.S. Army Medical Research Institute of Infectious Diseases (USAMRIID) have extensively studied protective antigen, demonstrating that PA alone confers protection in animal challenge studies with both rabbits and monkeys.

However, according to senior author Arthur M. Friedlander of USAMRIID, concerns about reliance on a single antigen?as well as the issue of protecting against anthrax strains that may be vaccine resistant?have prompted the search for additional vaccine components. Bacterial capsules are commonly used in licensed vaccines for other diseases, including certain types of pneumonia and meningitis.

Friedlander's group had already demonstrated, in published mouse studies, that the anthrax capsule plays a role in conferring protection. In their current work, the team describes testing the capsule vaccine in both rabbits and monkeys against an aerosol challenge with anthrax spores. The vaccine induced anti-capsule antibody responses in both species. While rabbits were not protected against a high aerosol challenge dose, a significant number of the monkeys who received the capsule vaccine survived.

"This is the first non-toxin anthrax vaccine shown to be protective in monkeys," Friedlander said. "In addition, this new capsule vaccine is expected to work against possible vaccine-resistant strains of anthrax, as well as in recipients whose immune systems may not respond to protective antigen alone."

The results suggest that addition of capsule to protective antigen to create a multi-component vaccine may broaden and enhance the protection afforded by protective antigen-based vaccines. Friedlander said the next step would be to do a larger study in monkeys looking at varying doses of the capsule vaccine.

Myanmar signs crucial cease-fire with Karen rebels (AP)

PA-AN, Myanmar ? Myanmar's government signed a cease-fire agreement Thursday with ethnic Karen rebels in a major step toward ending one of the world's longest-running insurgencies and meeting a key condition for better ties with the West.

The talks between officials and Karen National Union leaders were part of efforts by Myanmar's new, nominally civilian government to seek international legitimacy through democratic reforms after years of military repression.

The Karen group has been fighting for greater autonomy for more than 60 years in a guerrilla campaign in eastern jungles that precedes Myanmar's independence from Britain. It had been the only one of Myanmar's major ethnic groups never to have reached a peace agreement with the government.

Bringing a lasting halt to all of the country's long-running ethnic conflicts has been a crucial demand of Western governments as well as the Myanmar's pro-democracy icon and opposition leader Aung San Suu Kyi.

Aung Min, head of the government's peace committee, announced the truce to reporters after talks in the Karen capital, Pa-an, but he did not immediately give any further details.

"A cease-fire agreement has been signed," Aung Min said.

For decades, Myanmar has been at odds with the ethnic groups who seek greater autonomy, but a military junta that took power in 1988 signed cease-fire agreements with many of them. Some of those pacts were strained as the central government sought to consolidate power, and combat resumed.

However, the new government that took office after November 2010 elections has embarked on reforms to try to end its international isolation and lift the political and economic sanctions imposed by Western governments because of repression under the junta.

U.S. Secretary of State Hillary Rodham Clinton emphasized during her recent visit to Myanmar that bringing an end to the country's ethnic fighting was a key to improved relations with the West.

In Washington, State Department spokeswoman Victoria Nuland on Thursday welcomed the cease-fire as a "good step." She reiterated the need for the government to hold an inclusive dialogue with the ethnic minority groups toward national reconciliation.

Suu Kyi underlined the demand in an interview with The Associated Press last week.

"Unless there is ethnic harmony it will be very difficult for us to build up a strong democracy," Suu Kyi said.

In recent months, the government has held talks with rebel groups to strike new peace deals or rebuild shattered cease-fires. The other groups reportedly involved in talks include the Shan, Karenni, Chin and Kachin.

The Karen have been the most enduring adversaries. Karen guerrillas were able to advance close to what was then the capital, Rangoon, in 1949. After the military seized power in 1962, the Karen struggle expanded and they eventually controlled large swaths of territory along the border with Thailand.

The group has benefited from an unusual source of strength ? many of its leadership were Christians and have been able to draw support from foreign donors, including in the United States.

After the government started negotiating cease-fire pacts with smaller minority groups, it was able to concentrate its force on the Karen in the early 1990s. The rebel group then went into decline, accelerated by a split in the group, as Buddhist rank-and-file members, defying the leadership, formed a breakaway group that allied itself with the government.

Experts Urge Public Action to Aid Cancer Prevention (HealthDay)

FRIDAY, Jan. 13 (HealthDay News) -- Community support is essential for healthy behaviors that can reduce cancer risk, according to updated guidelines on nutrition and physical activity for cancer prevention released this week by the American Cancer Society.

"Our guidelines have always stressed what people can do themselves to lower their risk of cancer, and that's important," report co-author Colleen Doyle, director of nutrition and physical activity, said in a society news release.

"But we must also take public action to make those behaviors easier for all Americans. We can't just tell people to eat more fruits and vegetables and get more exercise when there are so many forces working against them being able to do that easily, and on a regular basis," she added.

"We've got to work together to ensure that worksites and schools have healthy food options; that our neighborhoods are designed so that our children can safely ride their bikes or walk to school; that people have the information they need to help them make healthier food choices, whether at the grocery store or when eating out," Doyle explained.

Along with four major recommendations on how individuals can reduce their cancer risk, the Guidelines on Nutrition and Physical Activity for Cancer Prevention also outline community actions that can support those personal cancer prevention behaviors.

The four major recommendations for individuals include: achieving and maintaining a healthy weight throughout life; being physically active; eating a healthy diet, with an emphasis on plant foods; and limiting alcohol consumption.

Each of the major recommendations includes several supporting recommendations.

• Try to remain lean throughout life without being underweight.
• Take steps to avoid extra pounds at all ages.
• For people who are overweight or obese, losing even a small amount of weight is a good start and has health benefits.
• Key strategies for maintaining a healthy weight include regular physical activity and limiting consumption of high-calorie foods and beverages.

Physical activity

• Adults should get at least 150 minutes or moderate intensity or 75 minutes of vigorous intensity physical activity a week, or an equivalent combination. Children and teens should get at least an hour of moderate or vigorous intensity physical activity a day, with vigorous intensity activity at least three days a week.
• Make a point of limiting sedentary behavior, such as sitting, lying down, watching television and other types of screen-based entertainment.

Diet

• Eat at least 2.5 cups of vegetables and fruits a day.
• Avoid eating processed and red meat.
• Select whole grains instead of refined grain products.

Alcohol

• Men should have no more than two drinks per day and women should have no more than one drink per day.

The guidelines also include recommendations for community action to support individual cancer prevention lifestyle behaviors. Public, private and community organizations should work together at national, state and local levels to achieve policy and environmental changes that:

• Increase access to affordable, healthy foods in communities, workplaces and schools.
• Reduce promotion of and access to foods and beverages with low nutritional value, particularly to youth.
• Create safe, enjoyable and accessible settings for physical activity in schools and workplaces, and for recreation and transportation in communities.

"The environments in which we live, work, learn and play have a tremendous impact on our ability to make and sustain healthy lifestyle choices. So if we're not working to change those environments so that the healthier choice is the easier choice, we're missing the boat," Doyle said.

Aurasma Virtual Browser and virtual world hands-on

Watching Aurasma in action is very impressive, it is tech that looks like magic. Aurasma is software that picks out objects, shapes, symbols -- which are called triggers -- with its Virtual Browser and understands what they are. Once the trigger is recognized, relevant content gets pushed across to the user using enhanced reality. For example, we have a look at a $20 bill during our demo and the bill in the phone display starts to deconstruct ending in some pretty serious rah rah sis boom bah. Aurasma is getting traction in advertising and we can only see this growing, it is really addictive fun. Users can grab the app free on either iOS or Android -- another mobile platform is coming with a name that doesn't rhyme with BlackBerry -- and get playing and creating. Aurasma also has a pro version -- also free -- with much more serious development tours for folks that really want to stretch its boundaries. Aurasma has been around for a while now but this is the first chance we've had a demo and we were very impressed. Click through to see money do crazy things and a Harry Potter poster come to life.
