Inter Pipeline plans C$2.1 oil sands pipe expansions

CALGARY, Alberta (Reuters) - Inter Pipeline Fund said on Tuesday it plans a C$2.1 billion ($2.1 billion) expansion of its regional pipeline system to provide service to three oil sands projects owned by a Cenovus Energy Inc and ConocoPhillips .

Inter Pipeline said it will expand its Cold Lake and Polaris pipeline systems to add 820,000 barrels per day of capacity to deliver diluent to the projects operated or planned by the joint venture and to ship out bitumen to market.

It will also add 840 kilometers (521 miles) of new pipeline and seven new pump stations to the systems to serve the joint venture's current Foster Creek and Christina Lake oil sands projects and the planned Narrows Lake project.

Inter Pipeline units were down 1 Canadian cent at C$20.00 by late morning.

President Clinton given key role at Democratic convention

WASHINGTON ? Former President Clinton will have a marquee role in this summer's Democratic National Convention, where he will make a forceful case for President Obama's reelection and his economic vision for the country, several Obama campaign and Democratic Party officials said Sunday night.

The move gives the Obama campaign an opportunity to take advantage of the former president's immense popularity and remind voters that a Democrat was in the White House the last time the American economy was thriving.

Obama personally asked Clinton to speak at the convention and place Obama's name in nomination, and Clinton enthusiastically accepted, officials said. Clinton speaks regularly to Obama and to campaign officials about strategy.

Clinton's prominent role also will allow Democrats to embrace party unity in a way that is impossible for Republican rival Mitt Romney.

George W. Bush, the last Republican to hold the White House, remains politically toxic in some circles. Although Bush has endorsed Romney, he is not involved in his campaign and has said he does not plan to attend the GOP convention.

Clinton will speak in prime time at the Democratic convention in Charlotte, N.C., on Sept. 5, the night before Obama formally accepts the party nomination. The No. 2 on the ticket often speaks that night, but the Obama campaign has decided that Obama and Vice President Joe Biden will speak on the same night.

Biden will introduce Obama on Sept. 6 before more than 70,000 people expected to fill an outdoor stadium in Charlotte, and millions more on television.

The vice president's speech will outline many of the challenges the White House has faced over the last four years and the decisions Obama made to address them, officials said.

"To us it's about deploying our assets in the most effective way," Obama campaign strategist David Axelrod said. "To have President Clinton on Wednesday night laying out the choice facing voters, and then having Vice President Biden speak right before the president in prime time on Thursday, giving a testimony to the decisions the president has made, the character of his leadership and the battle to rebuild the middle class that's so central to our message."

Clinton's role at the convention was to be formally announced Monday. It was first reported by the New York Times.

BEIRUT - Syrian troops fired tank shells and artillery Sunday at neighborhoods in Aleppo as rebels tried to repel a government ground assault against their positions in Syria's largest city, activists said.

The bombardment was part of a government counter-offensive to retake control of districts that had fallen into rebel hands last week at the beginning of their bid to capture Aleppo, the nation's commercial hub.

Activists said the shelling was most intense in the southwestern neighborhoods of Salaheddine and parts of Saif al-Dawla, some of the first areas seized by the rebels when they started the push last week after being routed in a similar attack against the capital Damascus.

The battle for control of Aleppo, once a bastion of support for President Bashar Assad's regime, is critical for both the regime and the opposition. Its fall would be a major blow to the regime's morale and a realization of the opposition's crucial and strategic goal to establish a stronghold in northern Syria.

The government pledged to continue fighting and said security agents were hunting down armed groups in several areas of Aleppo including Saleheddine, inflicting heavy losses upon the "terrorists" ? the term authorities use to describe Syrian rebels.

SANA quoted an Aleppo official as saying that troops would continue until the city is "purged" of armed groups and peace and tranquility is restored to its residents.

"We are seeing some of the heaviest bombardment today, but the rebels are still holding up well," said Aleppo-based activist Mohammed Saeed. "No ground troops have been able to enter. They are shelling from outside." He said rebels were fighting back against the attackers.

He said around 200 fighters entered the city Sunday to join about 1,000 fighters who had poured into the city in the past few days to take on the Syrian army, which had been massing forces around the city ahead of the bombardment.

He also said rebels have received "a new batch of weapons and ammunition," but declined to say from where.

The Britain-based Syrian Observatory for Human Rights also reported heavy fighting and explosions in Aleppo Sunday. It reported intense clashes in the Bab al-Hadeed, al-Zahraa and al-Arqoub neighborhoods.

The international community has raised an outcry about a possible massacre in this city of 3 million but acknowledged there was little they could do to stop the bloodshed. The foreign minister of Russia, a powerful ally of Syria, said it was "simply unrealistic" for Damascus to cede control of Aleppo.

The rebels are estimated to control between a third and a half of the neighborhoods in this sprawling city, especially a cluster in the northeast around Sakhour neighborhood and in the southwest.

They began their attempt to wrest this key city from the government's control a week ago. About 162 people have been killed, mostly civilians, according to the Observatory. Some 19,000 people have been killed since the uprising began in March 2011, the group says.

How to talk to your Mac: Using diction effectively

One of the more useful and interesting features in OS X Mountain Lion is Dictation, which allows you to speak to your Mac and have your words translated to text. It's system-wide, and works in any app where text can be entered. Before you dive in and start speaking to your Mac, here's how to use it to its fullest.

If you've used a tool like Dragon Naturally Speaking, Siri on your iPhone, or Google Voice Actions (or another personal assistant) on your Android phone, you know how Dictation works already. The difference here is that instead of using Dictation to issue commands, search the web, or call friends, it's ideal for writing documents, commenting on articles, and turning your thoughts into blocks of text anywhere text can be entered. Here's how to set it up.

Enable Dictation in System Preferences

1. Click the Apple Menu and select System Preferences
2. Under "System" click "Dictation and Speech."
3. Toggle Dictation from Off (default) to On.
4. Optional: Change the default keyboard shortcut to enable dictation?if you use an external keyboard, you may not have a dedicated function button.

Once enabled, tap the function key (FN) twice (or whichever shortcut you selected) to start or stop Dictation. You can also skip System Preferences entirely by tapping the function key twice from any window, but we think the long way is best so you can change the shortcut if you want.

Keep in mind that when you use Dictation, your words (and some other data) are sent to Apple to be translated into text?much like when you use Siri. Apple says the data is used to improve voice recognition only, and not associated with any other information Apple may have about you.

Use a Headset or Microphone
In the Dictation and Speech preferences, you have the choice to switch the input used for dictation to your Mac's line-in over the internal microphone. Unless you're sitting right in front of your Mac all the time, we'd suggest using a headset or dedicated microphone when you're working with Dictation. Using the internal mic isn't bad, but using a headset is definitely better and in our tests led to fewer skipped or incorrect words. Of course, common sense also applies: speak loudly and clearly when working with dictation and you'll have better luck. No mumbling!

Don't forget punctuation and commands
Remember, the dictation tool translates your words into text?it doesn't know much about grammar. That means if you want a comma in a sentence, or want to end a sentence with a period or exclamation point, you have to say it aloud for the app to understand what you want. It''s tricky to get into the habit of saying things like?"Dear Adam comma new line thank you for sending this over to me period it's a huge help exclamation point"?but you'll get the hang of it. The result, of course, would be:

Dictation does a good job of recognizing proper nouns and capitalizing them, and can even recognize your contacts' names and proper spellings. Here are some other helpful commands to remember:

• "All Caps"?turns all of the following text into ALL CAPITAL LETTERS.
• "New Paragraph", as the name implies, starts a new paragraph.
• "New Line"?inserts a carriage return.
• Dollar amounts and dates are automatically recognized, so saying "thirteen dollars and twenty five cents" will appear as "$13.25," and "july twenty-fifth twenty-twelve at 9 PM" will appear "July 25, 2012 at 9PM."
• "Smiley" and "Frowny" correspond to their emoticons, and are displayed as ":-)" and ":-(" respectively.
• Punctuation like "comma", "period", and "quotation mark", all work the way you would expect.

Dictation works out of the box. You don't need to train it with your voice, and while it does get better over time as it learns your voice, it's not like many mobile assistants that need hours of input before they work effectively. Best of all, it supports US, UK, and Australian English, so an accent from any of those locations won't matter much. If you use your Mac in a different language, Dictation also supports French, German, and Japanese, and will enter text spoken in those languages correctly.

Sangakkara, Mathews boost Sri Lanka vs India

Kumar Sangakkara and Angelo Mathews hit half-centuries as Sri Lanka recovered from a poor start to post a challenging 286-5 against India in the third one-day international in Colombo on Saturday.

Sangakkara cracked a solid 73 while Mathews smashed a brisk 57-ball 71 not out to boost their team's hopes of gaining the lead in the five-match series, currently tied 1-1.

Sri Lanka were struggling at 20-3 after electing to bat in the day-night match, but Sangakkara and skipper Mahela Jayawardene (65) steadied the innings with a 121-run stand for the fourth wicket.

Mathews and Jeevan Mendis (45 not out) then plundered 104 runs in the last 12 overs to help their side set a stiff target. Mathews cracked one six and five fours, while Mendis hit one six and three fours in his 40-ball knock.

Fast bowler Zaheer Khan did the early damage when he removed openers Upul Tharanga (eight) and Tillakaratne Dilshan (four) in his opening three overs before seamer Irfan Pathan dismissed Dinesh Chandimal for no score.

Obama Now Partly Running On Bill Clinton's Record - 'Our Plan'

Faced with an stagnating economy and unemployment over 8 percent on his own watch, President Obama on the stump now invokes the economy during the era of former President Bill Clinton.

The president's invocation of Clinton is part of his pitch to raise taxes on higher income brackets, as did President Clinton in 1993; and as a contrast to his current Republican opponents who seek to extend all the Bush-era tax rates, including those on the top wage-earners, which President Obama opposes.

Essentially, within this construct, President Obama is trying to cast the choice voters face as Bill Clinton versus George W. Bush, with Bill Clinton's economy as his, and George W. Bush's economy as Mitt Romney's. Clinton's economy saw the creation of tens of millions of jobs, an economic boom and a projected federal budget surplus.

On Tuesday, in Portland, Oregon, the president told supporters that the U.S. was not built from the top down, but rather from the bottom up. "It was built because we invested in great schools and great universities, and we put rules of the road in place to make sure that everybody was being treated fairly," the president said. "Let me just point out that the approach that I'm talking about has also been tested. Just like their theories have been tested and didn't work, my theories have been tested. The last time they were tried was by a guy named Bill Clinton. And we created 23 million new jobs, went from deficits to surplus, and we created a lot of millionaires to boot."

This pitch on occasion has meant that President Obama at times sounds as if he's claiming some ownership of the Clinton economy - referring to "our plan" - which has allowed Republicans an opening to act as if the crowing he's engaged in about the Clinton economy is out-of-touch braggadocio about the current economy.

In Oakland, California, on Monday, the president said the deficit cannot be reduced "without asking folks like me who have been incredibly blessed to give up the tax cuts that we've been getting for a decade. I'll cut out government spending that's not working, that we can't afford, but I'm also going to ask anybody making over $250,000 a year to go back to the tax rates they were paying under Bill Clinton, back when our economy created 23 million new jobs, the biggest budget surplus in history and everybody did well."

The president then said: "Just like we've tried their plan, we tried our plan - and it worked. That's the difference. That's the choice in this election. That's why I'm running for a second term."

The campaign of Mitt Romney took the quote "We tried our plan - and it worked" to suggest the president was saying the current economy is a success. He wasn't, but that's not to say his claiming ownership of the Bill Clinton plan makes much sense, given that at the time he was just beginning his political career as an Illinois state senator. The reference to "our plan" is obviously a suggestion that he and Bill Clinton agree on some economic principles, but it's an interesting political move given that President Obama has his own economy to run on as well.

The president does of course talk about the improvements made to the economy under his watch, but given the troubled current economy, Mr. Obama seems to find it easier to invoke President Clinton's economy when framing "the choice" voters face.

This move is even more interesting (or galling, depending on your point of view) when one considers the attitude then-Senator Obama showed Bill Clinton when he was locked in a tough primary battle against then-senator, now Secretary of State, Hillary Clinton.

'Kabul I love you' brings Afghan woes to the big screen

A decade after the fall of the cinema-hating Taliban, a group of Afghan directors have created a film love letter to their capital, rooted in the grim reality of everyday life in the war-torn city.

Forced marriage, people smuggling, illegal land grabs, land mines and ethnic conflict -- life in Kabul is not short of problems, and "Kabul I Love You" explores them through 10 interwoven stories.

Afghanistan's film industry was hammered by 17 years of war after the Soviet invasion in 1979 and was snuffed out entirely under the extreme rule of the Taliban.

During their 1996-2001 regime, the hardliners closed cinemas and hung televisions from lampposts, regarding all images as un-Islamic. Even sculptures were targeted, with the famous giant Buddhas of Bamiyan paying the price.

Now Afghan cinema is struggling to re-emerge amid a wrecked economy and an ongoing insurgency against the Western-backed government of President Hamid Karzai.

Afghanistan produces around 100 films a year, according to documentary-maker Malek Shafi'i, but they are shot on tiny budgets and are often very poor.

"Kabul I Love You" has been funded by the UN mission in Afghanistan, UNAMA, as a means of giving the country's cinema a boost.

Ario Soltani, from UNAMA, says the idea was to encourage film-makers to develop their own ideas.

"We wanted to reach the film-makers, to support them, to communicate with Afghan people," he said.

"Not with our messages but with theirs. We hope they reflect the Afghan society and the Afghan ideas of that time."

The funding project was not an unqualified success -- one of the 11 directors chosen from 200 applicants fled the country as soon as he got his hands on UNAMA's $8,000, while another left for Iran after being threatened.

But despite these setbacks, the film was shot and got a warm reception when it was screened at the French cultural centre in Kabul in May.

The directors are raw and parts of the film betrayed their lack of experience -- exaggerated characters, hammy dialogue and deathly slow pace.

But others showed real flair, with the modest, restrained dialogue of Farhad Razae's segment, a bitter denunciation of forced marriage, a highlight.

In the short section, titled "Virgin Towers", the caretaker of a mosque learns that a pretty young woman in his place of worship has fled her family to escape marrying one of her relatives.

The young woman, denounced by a neighbour, ends up running from the police. Her heavy breath and field of vision restricted by the burqa she wears to hide herself allow the viewer to feel the horror of the condition of women in Afghanistan.

Rezae said he based the film on experiences he had as a young man looking after a mosque.

"During that time, a girl was coming for prayers. She would rest in the mosque two hours after the prayers. I wanted to know who this girl is, but I was ashamed and because of religion, I never asked her what her problems were," said Rezae.

Shafi'i hailed Rezae's achievement, saying he had "managed to get closer to Afghan realities" than other film-makers.

Writers and artists have been pushing boundaries in what remains an extremely conservative society in the past five years, Shafi'i said.

"Now, people have started to realise that if they cross borders, nothing will happen to them," he said.

NATO forces are due to depart Afghanistan by the end of 2014 and the precarious security situation they will leave behind is not likely to be conducive to this dream of artistic growth.

Saying "Kabul I Love You" is a message of hope from these budding film-makers for their future.

This French surgeon built mobile operating, pressurized room in the year 1879. Then in 1928, Dr Orville Cunningham who was a professor of anesthesia started the Steel Ball Hospital. This structure was about six stories high and about 64 feet in diameter. This could effectively reach three atmospheres of pressure. Due to lack of proper scientific proof indicating that such kind of treatment alleviated diseases, the hospital was ultimately closed in the year 1930.

When a patient is given oxygen under pressure, the hemoglobin saturated but the blood can be hyper-oxygenated by means of dissolving oxygen within plasma. WASHINGTON (AP) ? A study of federal subsidies of various sectors of the economy released Tuesday says that health care and housing combined to reap almost $1 trillion in support in the most recent year for which data was available.

The study funded by the Pew Charitable Trusts said that taxpayers subsidized health care by $743 billion in 2010, while a set of generous tax breaks was the main driver in $227 billion worth of subsidies for the housing industry.

The Pew study says that various federal subsidies like tax breaks, federal grants and other government contracts totaled $1.4 trillion. It shows that much-criticized subsidies for farmers and producers of clean energy are relatively small compared to those propping up the health care and housing sectors.

The group says $460 billion of the subsidies come as tax breaks like the mortgage-interest deduction. Such breaks are called tax expenditures, which are defined as spending that's done through the tax code.

Health care receives its huge subsidy through Medicaid grants to state governments to help provide care for the poor and disabled, spending on Medicare and tax-free treatment of the cost of employer-provided health care.

In housing, the study found that federal spending comes more in the form of tax breaks like the mortgage-interest deduction and tax-free capital gains on home sales than from grants like rental vouchers for the poor.

Education was subsidized to the tune of $129 billion in 2010, through a combination of grants to school districts and lower-income college students and tax breaks on college savings. The energy sector received $35 billion worth of subsidies, including a series of much-criticized tax breaks for oil exploration.

Some of the government subsidies of defense, the study shows, come from indirect subsidies paid when a federal contract is awarded on a noncompetitive basis. Such contracts also subsidize transportation.

International AIDS Conference Day Two: Hillary Clinton envisions ...

U.S. Secretary of State Hillary Clinton brought more than 15,000 people to their feet today with her memories of the millions lost to AIDS and her vision to bring about an AIDS-free generation.

Speaking for the first time at the International AIDS Conference, Clinton laid out an ambitious domestic and global agenda. It includes:

• providing more HIV-positive pregnant women with therapy so their unborn children remain virus-free, with a goal of reaching 1.5 million by next year and reducing transmission to zero by 2015;
• investing more in circumcision programs, which have been shown to reduce chances of viral transmission by more than 60 percent. The U.S. will contribute $40 million this year to help 500,000 South African men undergo circumcision, Clinton said.

Clinton said she remembered her first visit to the AIDS quilt on the mall in downtown Washington, D.C. with her husband, President Bill Clinton, in 1996. She recognized the names of many friends in the commemorative art work.

?When we saw how enormous the quilt was, covering acres and acres of ground, it was devastating. And it kept growing. Too many people kept dying? We are here today because we want to stop adding names,? she told the audience in somber tones. ?Today, let us restore our faith so we may reach that goal of an AIDS-free generation and honor all those who have been lost.?

Though Clinton acknowledged that the U.S. has been criticized in the past for not doing enough, today it remains the largest single funder of global AIDS, committing 59 percent of the $7.6 billion spent by governments in 2011, according to a new report by UNAIDS. U.S. funding slid in 2009 and 2010 but has since returned to 2008 levels, the report indicated.

Clinton, who was recognized by UNAIDS director Michel Sidibe as ?one of the most committed visionaries to change,? said U.S. strategy has shifted from emergency mode to one of building sustainable health care systems around the world.

?We have had to fundamentally change the way we ? and our global partners ? do business,? she said. ?That has required some difficult conversations, like talk about government corruption and delivery of drugs.?

On the domestic front, the Obama administration inaugurated the first comprehensive national AIDS program in July 2010 to fight an epidemic which affects some 1.1 million Americans. Some 20 percent of those infected don?t know it, and only 62 percent are linked to care, said Anthony Fauci, MD, director of the National Institute of Allergy and Infectious Disease. And only 28 percent are receiving therapy that is effective enough to keep the virus in check, Fauci said. So throughout the United States, and particularly in hot spots like Washington, D.C., ?there still needs more resources and smarter strategies,? Clinton said.

10 million Galaxy S3 smartphones sold says Samsung

Samsung announced on Sunday that it has sold more than 10 million Galaxy S3 smartphones since it launched on?3 May globally and went on sale in Europe on 29 May.

Over the last 52 days, almost 200,000 smartphones have been sold every day. More than one million of the smartphones have been sold in South Korea alone and the Galaxy S3 is now on sale in more than 140 countries. J.K. Shin, head of Samsung's mobile communications division, told Korea's Yonhap news agency, "It appears that it (accumulated sales) has exceeded 10 million units".

A poll of 41 analysts, conducted by news?agency?Reuters, forecasted that Apple has sold around 31 million iPhone handsets in the second quarter of the year while Samsung would have sold more than 50 million smartphones over the same period.

The Galaxy S3?can be had on contracts for around ?26 per month on T-Mobile and SIM-free for around ?450.

Baja California: Mexico's Up-And-Coming Wine Destination

While many people know Mexico for its amazing tequila, a little known secret is the country also has a thriving wine destination: Baja California, or Baja for short. Although this sounds like it's on the West Coast of the United States, this is, in fact, an area in Mexico. The Mediterranean climate makes it ideal for producing the libation. In fact, 90 percent of the country's wine comes from the Ensenada region of Baja.

The Beginning

Mexico is actually the oldest wine-growing region in America, having produced wine since the sixteenth century when the Spaniards arrived to the country with vine clippings from Europe. Soon after, immigrants from other European countries, such as Italy and Russia, arrived to the area with their vine cuttings and planted them in Baja's Guadalupe Valley. Baja California's wine is rarely exported, meaning you'll need to make a trip to the area to sample it for yourself. Some of the popular varieties you'll find include Chenin Blanc, Colombard, Sauvignon Blanc, Chardonnay, Cabernet Sauvignon, Tempranillo, Zinfandel, Malbec and Barbera.

Road Trips

When visiting Baja California, one great way to explore the different areas of the region is to take a road trip. Some suggested itineraries include:

Ruta del Vino

The "Ruta del Vino," or "Wine Route," connects over 50 wineries in the Baja California state. The Valley of Guadalupe, Valley of Llano Colorado, Valley of Santo Tomas and the Valley of San Vincente, as well as the port city of Ensenada and the border cities of Tijuana and Tecate are all included. Annual Events

Every August, the Valle de Guadalupe in the Baja California region hosts their "Fiesta de la Vendimia" to celebrate the year's harvest. Put on by the Association of Viniculture, the event lasts for about a month and showcases the best wines in the area through tastings and themed events. Additionally, there is art, music and a rodeo. This year's event will take place from August 2 to August 19, 2012.

In the Baja California area there are many different experiences to be had. • Adobe Guadalupe- This adobe-style winery and bed and breakfast has been operating since 1998 on 60 acres of vineyards. Their varietals include Cabernet Sauvignon, Merlot, Nebbiolo, Tempranillo, Grenache, Petite Verdot, Malbec, Sangivese, Mourvedre, Sirah, Zinfandel, Chardonnay, Chenin Blanc, Viognier, Savingnon Blanc and Muscat Canelli. Additionally, they are known throughout the country as being one of the best at what they do, which can be seen through their 132 international awards.
• Casa de Piedra- Owned by Mexico's wine legend, Hugo D'Acosta, this winery is uniquely situated near San Antonio de las Minas. At this charming farmhouse-style winery, they make Cabernet Franc, Tampranillo and Chardonnay, and vistors can participate in tours and tastings by making an appointment.
• Bodegas Santo Tom?s- Operating since 1888, they have two locations, Ensenada and San Antonio de las Minas. Both are great for tours and tastings, which take place every hour from 10 a.m. to 1 p.m., and then again at 3 p.m. Make sure to sample their award-winning 2000 Cabernet, as well as some of their other varietals like Pinot Noir, Chardonnay, Chenin Blanc and Barbera.
• Casa Pedro Domecq- Established in 1972, Casa Pedro Domecq is the second largest wine producer after L.A. Cetto. Their many varietals include Cabernet Sauvignon, Merlot, Nebbiolo, Tempranillo, Barbera, Grenache, Petite Sirah, Zinfandel, Chardonnay, Chenin Blanc, French Colombard, Savingnon Blanc and Reisling. Casa Pedro Domecq was the first commercial winery in Valle de Guadalupe, and is well known for producing wine and brandy. They are open daily except Sunday, and offer tastings and tours to visitors.
• Vinisterra- Vinisterra operates under the idea of interfering in the process of winemaking with technology as little as possible. They officially opened in 2002, and are located in the town of San Antonio de las Minas. The winery building is unique, as it is made of thermal materials and is partially buried to maintain a naturally cool temperature. Varietals include Cabernet Savingnon, Merlot, Syrah, Nebbiolo, Grenache, Chardonnay, Viognier and Rousanne. Make an appointment to participate in tastings.
• Monte Xanic- The vision of Monte Xanic isn't to copy what other big name wineries are doing, but to set the standard for the industry themselves. Moreover, they aim for their wines to reflect the pride of the country and its people. Their varietals include Cabernet Sauvignon, Merlot, Cabernet Franc, Petit Verdot, Malbec, Sirah, Chardonnay, Chenin Blanc, Viognier, Savingnon Blanc and Semillon.
